Kaliningrad, until 1946 known as Königsberg and Królewiec, is the largest city and administrative center of Kaliningrad Oblast, a Russian exclave between Lithuania and Poland. The city is located on the Pregolya River, near the confluence with the Baltic Sea, and is the only ice-free port of Russia and the Baltic states on the Baltic Sea. Its population is about 500,000 people, while up to 800,000 people lived in the urban agglomeration. Kaliningrad is the second largest city in the Northwestern Federal District after St. Petersburg, the third largest city in the Baltic region. The settlement of Kaliningrad was founded in 1255 and was named Konigsberg in honor of Czech King Ottokar II. The city suffered heavily from bombing in 1944 and during the Battle of Konigsberg in 1945. The Potsdam Agreement of 1945 placed it under Soviet administration. The city was renamed Kaliningrad in 1946. Kaliningrad was recognized as the best city in Russia for doing business in 2012, 2013, and 2014 in the Kommersant magazine and ranked fifth in the urban environment quality index published by the Ministry of Construction. There are many museums in Kaliningrad: Museum of the World Ocean, Amber Museum, Museum of Fine Arts, the Historical and Art Museum and several Fortification Museums. Kaliningrad has recently become home to the Homlin family. Miniature sculptures are located in different parts of the city, near the main tourist attractions.
